When you put the drill into your toolbar IIRC there should be the choices of whether the toolbar choice toggles the drill on and off, turns it on, turns it off, or uses the conveyor system. I've hit this a couple times - it's stopped working once or twice for me too. What do I do? once you have loaded your world, quit to menu and reload it, then they should work until you next close the game. For the last few days my hand drills have not been able to mine.
